Results, evaluation and programme design

Results-related work connects research and programme choices with measurable frameworks, review and learning. The portfolio includes theories of change, monitoring systems, institutional markers, national baselines and independent review, alongside programme formulation that translates diagnostics into activities, budgets and implementation arrangements.

Scope of experience

These assignments address different stages of the programme cycle. Cooperation-framework and Global Accelerator work define causal pathways and indicators. Recovery programmes in Tajikistan and Somalia translate analysis into proposed interventions. The AfDB Youth Marker embeds jobs and skills considerations in operational processes. Review of the Somaliland Development Fund and final reporting for Kazakhstan assess performance and evidence at later stages. Nepal’s federalism work establishes a baseline for tracking institutional change. The distinctions matter: a monitoring framework is not an impact evaluation, final reporting is not necessarily an independent evaluation, and a baseline does not itself demonstrate improvement. Across the records, the relevant capability is designing or examining the connection between objectives, implementation and credible evidence of progress.

From diagnosis to programme logic

Azerbaijan’s cooperation framework connected national and SDG priorities with a results framework. Tajikistan’s recovery work developed value-chain, digital-economy and financing proposals with budgets and implementation arrangements. The Global Accelerator redesign reconciled institutional priorities and financing pathways within a shared theory of change. These assignments show how analytical findings can become structured programme choices and monitorable commitments.

Indicators within operational systems

The Youth Marker linked employment objectives with Bank templates, project cycles and reporting requirements. Botswana’s investment strategy connected implementation responsibilities with a performance framework. Nepal’s national baseline combined fiscal and perception evidence, including qualitative and behavioural indicators. The emphasis is on measures appropriate to the decision and institution, alongside data sources and practical reporting arrangements.

Review, verification and learning

The Somaliland mid-term review tested reported progress against field evidence and assessed governance, fiduciary arrangements and value for money. Kazakhstan’s final reporting consolidated programme records and stakeholder evidence against indicators and targets. Both connect analysis with recommendations and learning, while retaining the distinction between independent review and programme reporting.

A results framework for Azerbaijan’s UN cooperation strategy

Support to Azerbaijan’s UN Sustainable Development Cooperation Framework translated national priorities and SDG evidence into a theory of change and results framework. The assignment connected evaluation findings, national planning and partner alignment with the structure and requirements of the new UN programming framework.

Turning recovery diagnostics into programmes in Tajikistan

COVID-19 recovery support for UNDP Tajikistan translated socio-economic analysis into programme proposals on sustainable value chains, an inclusive digital economy and innovative finance. It connected intervention choices with implementation arrangements, budgets and results frameworks, supporting resource-mobilisation and partnership discussions.

Mid-term review of the Somaliland Development Fund 2

An independent mid-term review examined the governance and implementation of Somaliland Development Fund 2. Desk analysis and field evidence connected programme performance with fiduciary controls, institutional arrangements and value for money across agriculture, water and local infrastructure investments.

The second Youth Marker phase translated initial design into operational tagging and reporting arrangements for the African Development Bank. It connected sovereign and non-sovereign project processes with jobs-and-skills categorisation, templates, indicators and guidance for applying the marker across sectors.

A shared results architecture for the Global Accelerator

Redesign of the Global Accelerator’s Theory of Change and Results Framework connected decent employment, social protection and just transitions with financing and accountability. Work with the ILO, UN agencies and partners translated differing priorities into a causal framework and country indicators capable of global aggregation.

A national baseline for federalism and local governance in Nepal

Nepal’s federalism baseline connected national survey evidence and fiscal analysis with the realities of provincial and local government. The work examined political, administrative and financial relationships and established indicators for tracking institutional performance, accountability and the implementation of decentralised governance.
