A shared results architecture for the Global Accelerator

Redesign of the Global Accelerator’s Theory of Change and Results Framework connected decent employment, social protection and just transitions with financing and accountability. Work with the ILO, UN agencies and partners translated differing priorities into a causal framework and country indicators capable of global aggregation.

Context and purpose

The Global Accelerator needed a shared results architecture linking decent employment, social protection and just transitions with financing and accountability. The assignment sought to reconcile institutional priorities and make country results suitable for global aggregation.

The work

Consultations with the ILO, UN agencies and partners informed a revised causal framework and clarified accountability gaps. Indicator methods and data sources addressed gender and sustainable financing. Work with the ILO Tunisia Country Office examined programme mapping and financing entry points as a country example.

Outputs and use

A revised Theory of Change, Results Framework and mandatory country indicators established a common basis for monitoring. They connected programme objectives to measurable results and reporting arrangements across participating institutions and Pathfinder Countries.
