Context and purpose
The independent mid-term review of Somaliland Development Fund 2 examined whether implementation was progressing against the fund’s workplan and results logic. It sought lessons for governance and delivery across agriculture, water and local infrastructure investments.
The work
Desk review, fieldwork in Hargeisa and stakeholder consultations tested reported progress against evidence. Analysis covered the theory of change, logframe indicators, fiduciary controls and value for money. Donor engagement informed recommendations on monitoring, governance and implementation.
Outputs and use
The review report presented findings and recommendations for improving fund governance and performance. It supplied evidence for management and donor decisions about the remaining implementation period, while distinguishing reported progress from intended development benefits.
