A results framework for Azerbaijan’s UN cooperation strategy
Support to Azerbaijan’s UN Sustainable Development Cooperation Framework translated national priorities and SDG evidence into a theory of change and results framework. The assignment connected evaluation findings, national planning and partner alignment with the structure and requirements of the new UN programming framework.
Context and purpose
Azerbaijan’s UN Sustainable Development Cooperation Framework needed to translate national priorities and SDG evidence into a clear programme logic. The assignment supported the definition of results and indicators, drawing on evaluation of the preceding partnership framework.
The work
National plans, SDG reporting and evaluation findings informed the theory of change and results framework. Comparative analysis considered alignment with the EU Multiannual Indicative Programme. Review and editing addressed substantive priorities and the requirements for final submission.
Outputs and use
Results-framework and analytical inputs supported the 2020–2025 cooperation framework and its submission. The outputs made proposed UN support more explicit and measurable, providing a basis for subsequent programme planning and monitoring.
