Operationalising the African Development Bank’s Youth Marker
The second Youth Marker phase translated initial design into operational tagging and reporting arrangements for the African Development Bank. It connected sovereign and non-sovereign project processes with jobs-and-skills categorisation, templates, indicators and guidance for applying the marker across sectors.
Context and purpose
The African Development Bank’s second Youth Marker phase focused on putting the initial design into operational use. The assignment examined how jobs-and-skills categories could be applied consistently in project documents, monitoring and reporting.
The work
Departmental inputs informed refined categories, adapted templates and ex-ante and ex-post indicators. Sector guidance covered finance, infrastructure, private-sector development and agriculture. Discussions with non-sovereign teams and private borrowers tested reporting requirements, while a separate framework addressed marker adoption.
Outputs and use
Operational structures, project indicators, reporting guidance and an adoption-monitoring framework supported application of the marker. These outputs built on the first design phase without implying uniform uptake or measured employment effects across the Bank.
