Botswana’s national investment strategy and performance framework
A review of Botswana’s investment environment informed a revised National Investment Strategy. The assignment connected political economy, regulatory and market diagnostics with practical recommendations on investor facilitation, institutional coordination and performance monitoring for investment promotion and diversification.
Context and purpose
Botswana’s National Investment Strategy review examined how policy and institutions could better support investment and diversification. The assignment considered the constraints faced by domestic and foreign investors and the lessons from the previous strategy.
The work
Political-economy, regulatory and market diagnostics were combined with comparative international practice, including Southeast Asian experience. Recommendations addressed sector targeting, investor aftercare, facilitation and coordination. Implementation responsibilities were linked to a results framework and monitoring workplan.
Outputs and use
Strategy inputs, a framework of more than thirty performance indicators and an M&E workplan connected investment priorities with implementation and review. They provided a way to track proposed actions and institutional responsibilities, rather than demonstrating increased investment flows.
