Botswana’s development-finance diagnostic and INFF roadmap
Botswana’s Development Finance Assessment mapped public, private and international financing alongside the policies and institutions shaping resource mobilisation. The diagnostic and national workshops informed an Integrated National Financing Framework roadmap, connecting financing options with national priorities and sequenced institutional reforms.
Context and purpose
Botswana’s Development Finance Assessment established a diagnostic basis for an Integrated National Financing Framework. It examined resource mobilisation and use across the financing system, including fiscal-space constraints and barriers to sustainable private investment.
The work
Data collection mapped public revenue and expenditure, development assistance, lending and institutional investment. Engagement with the revenue authority addressed diversification and fiscal space. National workshops explored financing instruments, de-risking and reform priorities, including gender and green-economy considerations.
Outputs and use
The assessment and INFF roadmap set out financing and institutional reform recommendations with monitoring arrangements. They provided the diagnostic foundation for the subsequent financing-strategy phase, rather than a record of financing already mobilised.
