Private-sector development policy and investment reform in Somalia
A national policy study for Somalia’s National Economic Council examined constraints to enterprise growth and investment. Private-sector stocktaking, focus groups and sector analysis supported recommendations on economic corridors, special economic zones and financial-market reform, linking competitiveness with employment and inclusive growth.
Context and purpose
Somalia’s National Economic Council sought policy options for strengthening enterprise growth and investment. The study examined structural constraints across agriculture, fisheries, logistics and finance, with attention to competitiveness, employment and inclusive growth.
The work
Private-sector stocktaking, a strengths-and-constraints assessment and focus groups informed the analysis. Specialist inputs were consolidated into a policy paper examining economic corridors, special economic zones, financial-market reform and agro-processing opportunities. A monitoring framework accompanied the implementation recommendations.
Outputs and use
The private-sector development policy paper and recommendations were co-presented at the third National Economic Policy Forum. The outputs provided reform options and a monitoring approach for government and partner discussion.
