Botswana’s integrated sustainable financing strategy
The second phase of Botswana’s INFF translated financing diagnostics into a strategy and implementation roadmap. It connected public, private and external finance with institutional reforms, financing instruments and a Monitoring and Review Framework for tracking both actions and changes in financing mobilisation.
Context and purpose
The second phase of Botswana’s INFF turned the earlier financing diagnostic into a strategy for implementation. It sought to translate identified gaps and opportunities into sequenced actions, institutional responsibilities and a workable monitoring system.
The work
Analysis examined policy, regulatory, market and investment-pipeline constraints. Financing dialogues and interviews informed options for guarantees, public-private partnerships, de-risking and catalytic finance, alongside revenue-strategy support. Governance and monitoring arrangements were developed to accompany the financing recommendations.
Outputs and use
The financing strategy, roadmap, governance architecture and Monitoring and Review Framework provided a basis for implementation. They linked actions and responsibilities to the monitoring of financing mobilisation; proposed instruments were not presented as completed transactions.
