European Commission experience

Amba Tadaa’s European Commission-related experience connects regional political economy, development cooperation and financing with operational policy support. Assignments range from regional cooperation and investment analysis to sustained work with the Team Europe Knowledge Hub, alongside specialist work on nutrition investment and finance.

Scope of experience

The portfolio includes advisory assignments for the Commission and EU Delegations, work delivered through UNDP for the Commission, and technical support to DG INTPA. These relationships cover different institutional settings and should be understood through their individual assignments. The Team Europe Knowledge Hub and Support to European Development Policy facility provides the most sustained example: expert coordination and quality assurance were combined with substantive work on financing, institutional incentives, results systems and operational learning. Earlier assignments addressed the financing of regional cooperation and the political economy of Gulf investment. The nutrition-financing remit broadens the subject area through a multi-year assignment. The common strand is connecting policy priorities to the institutional and financing choices involved in implementation.

Regional cooperation and investment choices

Heart of Asia financing work examined pooled arrangements, burden-sharing and sustainable resource mobilisation. The Red Sea assignment connected sovereign and private investment flows with strategic interests, sector priorities and cooperation options. A later UNDP regional assessment examined the Ukraine war’s economic and political consequences to identify entry points for EU programming. Together these assignments show how regional analysis can inform practical choices about cooperation.

From Team Europe policy to operational guidance

Facility support connected DG INTPA services, EU Delegations and Member State actors with fielded technical expertise. Work on stocktaking, case studies and guidance translated country experience into policy learning. Financing analysis covered EFSD+, blending, guarantees and DFI co-financing, while institutional analysis examined incentives and implementation constraints. This was sustained technical involvement under a formal non-key-expert designation, with substantial continuity and breadth.

Results and the investment-policy interface

Revision of Joint Intervention Logics and support to the MORE framework linked policy objectives with monitoring and learning. The nutrition-financing remit adds a specific focus on private-sector engagement and investment concepts. Its scope connects policy and strategy with financing institutions and companies. The scope spans a multi-year assignment.
