European development finance and cooperation
This strand examines how European development-finance instruments interact with institutions, policy priorities and investment decisions. The work combines facility-based guidance on Team Europe financing with regional investment analysis and ongoing research on financing governance and nutrition, drawing on distinct Commission and NGO assignments.
Scope of experience
The subject is the design and use of development finance, rather than a general account of work for one institution. Team Europe facility support considered right-financing choices, the roles of public and private actors and the constraints affecting implementation. Regional analysis examined sovereign and private investment and cooperation opportunities. An Action Against Hunger study focuses on the political economy of European finance and nutrition from an NGO perspective. The C4N 2.0 assignment has a specialist remit at the investment–nutrition interface. Together, these assignments support a focused discussion of instruments, governance and policy coherence without implying that research clients, financing institutions and government counterparts occupy the same relationship.
Choosing instruments in context
Right-financing guidance examined EFSD+, guarantees, blending and co-financing with European development finance institutions. Institutional and political-economy analysis considered mandates, incentives and investment constraints. The Red Sea work complements this with analysis of sovereign and private flows and options for co-funding or parallel finance. Instrument choice was therefore connected to the specific policy and institutional setting.
Governance and competing priorities
The Action Against Hunger assignment examines how political priorities and decision structures shape financing allocations. Mapping covers EU and Member State mechanisms, DFIs, export credit agencies and development banks, with consultation on transparency and influence. This ongoing research offers a distinct analytical perspective on European finance; it is an NGO commission concerning EU mechanisms, not evidence of a Commission contract.
From policy to investment and learning
Team Europe stocktaking, country support and practical guidance linked cross-country lessons with programming and investment readiness. The nutrition-financing remit covers private-sector engagement, investment concepts and the relationship between commercial activity and nutrition objectives. Together, the assignments connect financing advice with operational choices; the nutrition-related assignments describe research and advisory remits.
