Somalia recovery assessment, national-plan costing and programme design
The second phase of Somalia’s COVID-19 assessment connected updated economic and household analysis with National Development Plan costing. Work for UNDP also translated recovery diagnostics into an economic growth and investment programme, linking enterprise interventions, financing constraints and a measurable results framework.
Context and purpose
The second phase of Somalia’s COVID-19 assessment moved from diagnosing disruption towards recovery planning and programme design. It examined how financing gaps and institutional constraints could be addressed through National Development Plan costing and proposed growth interventions.
The work
Updated macro-fiscal and sector analysis considered household vulnerability and social protection, including Baxnaano. Costing methods were developed for the National Development Plan. Programme formulation with UNDP and UNIDO covered enterprise and value-chain interventions, investment readiness, implementation arrangements and results indicators.
Outputs and use
Assessment updates, national-plan costing methods and programme-design documents connected recovery evidence with proposed action. They supported planning and the development of an economic growth and investment programme, with a framework for monitoring intended results.
