Economic and financing analysis supported the business case for Strengthening Inclusive Growth in Somalia. The work examined gaps in SME finance and options for financial intermediation, informing programme design and DFID’s decision to support Gargaara as an apex financing institution.
Context and purpose
The Strengthening Inclusive Growth in Somalia programme needed a business case for improving SME access to finance. The assignment examined how financial intermediaries and the wider policy environment could support enterprises more effectively.
The work
Research reviewed federal and subnational SME policies, donor programmes and investment-support mechanisms. Consultations with government, DFID, investors and financing institutions identified gaps, overlaps and options for Component 2, including support through an apex financing institution.
Outputs and use
Business-case and programme-design recommendations contributed to the £38 million Component 2 intervention and informed DFID’s decision to support Gargaara. The figure describes programme scale, not funds personally managed or mobilised through the advisory assignment.
