A blue-economy policy and investment framework for Somalia

A multidisciplinary study for Somalia’s National Economic Council examined the institutional and investment foundations of a national blue economy. It connected fisheries, aquaculture, maritime trade and coastal infrastructure with sequenced policy reforms, financing options and pathways for responsible private investment.

Context and purpose

Somalia’s National Economic Council sought a policy and investment framework for the blue economy. The study examined how fisheries, aquaculture, maritime trade and coastal infrastructure could develop within workable legal, institutional and financing arrangements.

The work

Literature review and key informant interviews combined national expertise with international practice. Analysis examined public responsibilities, regulatory conditions, concessional and blended finance and sustainable value chains. Employment, food security and renewable-energy links were considered alongside investment constraints.

Outputs and use

The blue-economy policy report set out sequenced reforms and investment pathways. It provided a framework for discussing national policy choices and the conditions needed for responsible private investment.
