Reforming South Sudan’s sector working groups
An assessment of South Sudan’s Sector Working Group system examined how coordination could better support national ownership and joint programming. Government and donor consultation informed a revised architecture, rollout strategy and terms of reference connecting development priorities with clearer responsibilities and accountability.
Context and purpose
South Sudan’s Sector Working Group system needed clearer arrangements for government ownership and joint programming. The assessment examined fragmented mandates and competing partner priorities in relation to the National Development Strategy and humanitarian, development and peace coordination.
The work
Review of existing structures and consultations with government, donors and the EU Delegation informed proposals for institutional roles and participation. Analysis considered how coordination reforms could support agriculture, food security, resilience and basic services, with attention to accountability and practical rollout.
Outputs and use
A revised Sector Working Group architecture, rollout strategy and blueprint terms of reference set out a proposed coordination model. They provided government and partners with a basis for agreeing responsibilities and implementing reform.
