Development cooperation and policy dialogue in Ethiopia
Work for UNDP and Ethiopia’s Development Partners Group examined the institutions behind development cooperation. Comparative research and consultations connected the Busan principles with a revised Sector Working Group structure, accountability proposals and a practical action plan for government–partner dialogue.
Context and purpose
The Development Partners Group and UNDP sought to strengthen development cooperation and policy dialogue in Ethiopia. The assignment examined how government and partner institutions could coordinate analysis and programming, apply the Busan principles and improve accountability.
The work
Consultations in Addis Ababa involved ministries, DPG leadership and its Secretariat, working-group leaders, UNDP and donors. Comparative research examined dialogue structures and pooled funds. Proposals addressed Sector Working Groups, Secretariat capacity, Nexus coordination and alignment with the ten-year National Development Plan.
Outputs and use
The reform proposal, implementation indicators and 100 Day Action Plan provided practical steps for government–partner coordination. The proposal was presented at a Heads of Agency meeting and endorsed by government and DPG Co-Chairs.
