Recovery, social protection and development finance in Kosovo
UNDP advisory work in Kosovo examined the economic and household consequences of COVID-19 and the financing of recovery. It connected trade, energy and labour-market disruption with social protection, fiscal constraints and options for public-private collaboration and longer-term economic resilience.
Context and purpose
Kosovo’s COVID-19 recovery planning needed to address business and labour-market disruption alongside household vulnerability. UNDP advisory work examined which responses were feasible within the country’s fiscal constraints and financing landscape.
The work
Economic indicators and household evidence were used to assess consumption, employment and resilience. Engagement with the Ministry of Finance examined public financial management and macro-fiscal constraints. Policy analysis considered social protection, private-sector participation and options for public-private collaboration.
Outputs and use
Socio-economic and financing analysis, policy notes and monitoring indicators contributed to recovery planning. They set out response options, coverage gaps and implementation considerations for government and development partners.
