Connecting SDG priorities to national budgeting

Context and purpose
The UNDP Financing Hub sought guidance on connecting SDG priorities to national budget decisions. The assignment examined how planning commitments could carry through into allocations, expenditure management and monitoring.
The work
A comparative review of Development Finance Assessments and Integrated National Financing Frameworks informed a fifteen-indicator assessment framework. Work with an expert team examined macro-fiscal, budget and expenditure arrangements in Kosovo, Kyrgyzstan, and Bosnia and Herzegovina to draw lessons from country practice.
Outputs and use
The SDG-budgeting assessment framework and contributions to policy guidance provided tools for examining the links between development priorities and public expenditure. They supported comparative learning and the identification of areas for budget-system improvement.
