COVID-19 recovery analysis and national planning in Djibouti
A socio-economic assessment for UNDP and the Government of Djibouti connected pandemic impacts with recovery planning and fiscal choices. The work examined businesses, households and public finances, translating evidence into a two-year recovery plan forming the first phase of the National Development Plan.
Context and purpose
COVID-19 placed pressure on Djibouti’s public revenues, businesses and household purchasing power. The UNDP and government assessment sought to connect immediate recovery needs with fiscal choices and the country’s National Development Plan.
The work
Macroeconomic analysis, household survey evidence and stakeholder consultation informed the assessment. Work with the Ministry of Finance examined fiscal space, sector allocations and forecasts. An inter-ministerial process linked SDG priorities to financing options and indicators for recovery measures.
Outputs and use
The socio-economic assessment and planning inputs supported a two-year recovery plan forming the first phase of the National Development Plan. Financing options and indicators helped connect recovery priorities with expenditure planning and monitoring.
