Public-administration reform and knowledge exchange in Myanmar
UNDP’s LEAP programme connected civil-service reform with practical tools for job analysis, institutional learning and cross-ministry collaboration. Advisory work reviewed reform instruments and developed a Community of Practice to share public-administration and human-resource experience within Myanmar and across ASEAN settings.
Context and purpose
UNDP’s LEAP programme supported public-administration reform in Myanmar. The assignment examined how civil-service tools could be applied across ministries and state and regional administrations, and how practitioners could share relevant experience.
The work
Advisory support covered the design, implementation and monitoring of reform interventions, including tools developed with the Union Civil Service Board. A strategic job-analysis framework and Community of Practice were developed alongside workshops and panels drawing on Myanmar and ASEAN experience.
Outputs and use
The job-analysis framework, Community of Practice and learning activities provided practical tools and channels for exchanging public-administration knowledge. They supported institutional collaboration and the dissemination of reform approaches.
