Institutional capacity and sector investment planning in Afghanistan
The World Bank-funded Capacity Building for Results programme supported Afghanistan’s Ministry of Finance and line ministries. Technical assistance linked institutional capacity with revenue generation, budget execution and service delivery, combining expert-team management with operating arrangements, sector investment programmes and monitoring systems.
Context and purpose
Afghanistan’s World Bank-funded Capacity Building for Results programme linked public-sector capacity with revenue generation, budget execution and service delivery. Technical assistance supported coordination between the Ministry of Finance, line ministries and experts working on sector investment programmes.
The work
Management of the international expert team covered contributions, staffing changes and leadership transitions. Technical support addressed operating procedures, monitoring frameworks and financial-management arrangements. Work with the Ministry of Agriculture linked planning and budget execution to donor-supported food-security and livelihood activities.
Outputs and use
The assignment supported twelve sector investment programmes and the operating and monitoring arrangements needed to manage delivery. These outputs provided government counterparts with planning and management instruments; they did not by themselves demonstrate improved public services.
