Civil-service capacity and institutional restructuring in Somalia
The Somalia Capacity Injection programme connected civil-service reform with the capacity to implement policy and deliver services. Work with government institutions and the World Bank addressed organisational structures, staffing requirements and institutional coordination, informed by fieldwork and dialogue with national and subnational counterparts.
Context and purpose
Somalia’s Capacity Injection programme addressed the civil-service structures and staffing needed to implement policy and deliver services. The assignment examined how government institutions could clarify mandates, organise their functions and coordinate responsibilities.
The work
Institutional analysis and field engagement informed expanded organisational structures and staffing terms of reference, including for the Ministry of Humanitarian and Disaster Management. Workshops and discussions involved the National Civil Service Commission, ministries, the monitoring and evaluation team and the World Bank.
Outputs and use
Proposed organisational structures, staffing terms of reference and capacity-development approaches gave government counterparts concrete options for institutional restructuring. They clarified how roles and accountability could be organised to support policy implementation and service delivery.
