Development finance and institutional coordination in Bosnia and Herzegovina

A Development Finance Assessment opened Bosnia and Herzegovina’s Integrated National Financing Framework process. It examined financing flows across the country’s political entities, connecting fiscal and investment analysis with institutional responsibilities, coordination constraints and practical options for SDG financing reform.

Context and purpose

Bosnia and Herzegovina’s Development Finance Assessment initiated the country’s INFF process. It examined how financing could support SDG priorities within a complex distribution of fiscal responsibilities across political entities.

The work

Mapping covered revenue, expenditure, development assistance, lending and private investment alongside institutional mandates and incentives. Financing dialogues involved government, international financial institutions, the EU, investors and civil society. Engagement with the national SDG steering committee addressed coordination, reform monitoring and implementation arrangements.

Outputs and use

The assessment and recommendations supported INFF inception and implementation planning. They connected financing options with governance arrangements, more coherent revenue and expenditure decisions, and SDG budget monitoring.
