Context and purpose
The assessment of South Yemen’s Ministry of Education examined the institutional systems behind education-resource management and service delivery. Its purpose was to identify organisational and governance constraints and define a practical sequence for reform.
The work
The review covered finance, budgeting, procurement, human resources and logistics. Political-economy analysis examined mandates, decision-making, accountability and fiduciary arrangements. Findings were used to develop organisational change priorities, training content and performance benchmarks.
Outputs and use
An institutional assessment report, sequenced change strategy, pilot training programme and reform benchmarks supported education-sector programming. Together, they gave counterparts a basis for prioritising organisational improvements and assessing progress.
