Public-debt restructuring options and institutional capacity in Kyrgyzstan
An expert assignment supported the Kyrgyz Republic’s debt-management authorities in examining external public-debt restructuring options. Context and purpose
The Kyrgyz Republic’s debt-management authorities needed to assess options for restructuring external public debt. The assignment examined creditor relationships and feasible pathways alongside the institutional capacity required for future instrument design and negotiation.
The work
An expert team combined creditor and scenario analysis with workshops, seminars and technical discussions for ministry departments. Work considered bilateral and multilateral creditors, including Paris Club members and China Exim Bank, and related negotiation options to debt-management systems and skills.
Outputs and use
Analytical inputs and institutional recommendations helped authorities compare restructuring options and identify capacity needs. They supported preparation for debt-management decisions rather than establishing that a restructuring agreement had been concluded.
