Financing and institutional modernisation for northern Kenya’s rangelands
A strategic and financing planning assignment supported the modernisation of the Northern Rangelands Trust in Kenya. It linked rangeland governance with county capacity, decentralisation responsibilities and financing options, examining how public, donor and enterprise resources could support the Trust’s institutional development.
Context and purpose
The Northern Rangelands Trust’s modernisation required a strategy that addressed financing and institutional responsibilities together. In northern Kenya, changing county-government roles made local capacity and resource management central to planning.
The work
Analysis examined national block grants, local revenue, NGO resources and donor finance. County readiness was assessed through public financial management, staffing and implementation capacity. Options included enterprise development funds, blended finance and subnational organisational and financing arrangements.
Outputs and use
A five-year strategic and financing plan set out options for institutional modernisation, resource mobilisation and deployment. It gave the Trust a framework for considering how funding mechanisms and county-level capacity could support its development.
